Christine Lopes Metcalfe is Managing Director at the Local Policy Lab and Director of Local Democracy Engagement at the National Civic League,  a role she assumed when Local Policy Lab joined the National Civic League in the winter of 2026. She brings extensive experience in government leadership, education policy, and democracy reform, with a focus on strengthening civic engagement and public institutions.

Christine most recently served the state of Rhode Island as senior advisor to the governor, chief executive officer of the Rhode Island Department of Education’s School Building Authority, where she led statewide school construction efforts, and as chief of staff at the Rhode Island Department of Education.

She previously gained political, legislative, and organizing experience in Massachusetts and Rhode Island working on education policy, campaign finance reform, constitutional rights, election protection, and civil liberties. Her past roles include legislative staffer in the Massachusetts House of Representatives, field director for a statewide universal pre-kindergarten campaign, and executive director of Common Cause Rhode Island, where she led advocacy on democracy issues. She also served on the staff of the Rhode Island Mayoral Academies and as executive director of the Rhode Island Campaign for Achievement Now.
