2026 All-America City Finalist – Riviera Beach, FL

Founded in 1922 along Florida’s Atlantic coast and home to the Port of Palm Beach, Riviera Beach has long served as an economic and cultural gateway for the region. A vibrant, culturally diverse community with strong African American and Caribbean roots, the city has faced challenges common to many historic coastal municipalities: economic instability, aging infrastructure, and disparities in access to opportunity. Rather than viewing these as barriers, Riviera Beach has embraced them as catalysts for progress. 

Over the past decade, city leadership, residents, and community partners have worked collectively to strengthen civic health through intentional investment in people, neighborhoods, and institutions. Civic engagement in Riviera Beach is not treated as a procedural requirement but as an ongoing partnership that extends beyond government processes to include community organizations, faith-based groups, educational institutions, and neighborhood leaders working together around shared priorities. 

The programs below reflect that commitment, creating pathways for youth leadership, resident empowerment, and neighborhood revitalization.

Riviera Beach Youth Council: Strengthening Civic Health Through Youth Leadership    

Across the country, civic engagement among young people is declining and skepticism toward public institutions is growing. In Riviera Beach—a community with strong African American and Caribbean cultural roots and families from a variety of socioeconomic backgrounds—local leaders recognized that many young residents lacked meaningful opportunities to understand how local government functions or how their voices could influence decisions affecting their community. 

In response, the city launched the Riviera Beach Youth Council, a structured civic leadership program engaging 15 high school students recruited through schools, youth organizations, faith-based institutions, and community networks. The program prioritizes reaching students who may not traditionally have access to civic leadership opportunities. Participants attend regular sessions with city officials, department directors, and community partners, and complete workshops on public speaking, policy analysis, and community advocacy. A cornerstone of the program is participation in Legislative Action Days in Tallahassee, where students meet directly with state legislators to understand how local and state government interact and how civic advocacy can influence policy. 

Youth Council members also lead community-driven initiatives. One example is a youth-led anti-vaping awareness campaign addressing nicotine and THC-related product use among middle and high school students, organized in partnership with educators and law enforcement. 

Looking ahead, Riviera Beach plans to expand the council’s reach, deepen school and community partnerships, grow mentorship opportunities, and create pathways for alumni to remain engaged as they transition into adulthood. 

Riviera Beach Citizens Leadership Academy

Many residents feel disconnected from local government processes, uncertain about how municipal systems operate or how to influence decisions shaping their neighborhoods. In Riviera Beach, local leaders recognized this disconnect as a barrier to meaningful civic participation. 

In response, the city launched the Riviera Beach Citizens Leadership Academy, a civic education program built on the belief that residents are not simply constituents but essential partners in shaping the city’s future. The academy serves 25 participants annually, recruited intentionally across neighborhoods, faith-based institutions, small businesses, and community organizations to reflect the full diversity of Riviera Beach. Since its launch, the program has maintained a 98 percent completion rate. Participants engage in interactive sessions led by city department directors covering governance, budgeting, public safety, infrastructure, and economic development, and tour city facilities to see firsthand how policy decisions translate into daily services. Equally important, the program emphasizes dialogue, with residents sharing perspectives and discussing community challenges, giving leaders direct insight into community priorities. 

The ripple effects extend beyond graduation. Alumni regularly attend city meetings, serve on advisory boards, join neighborhood associations, and encourage neighbors to engage in local decision-making, expanding civic awareness across the community. 

Looking ahead, Riviera Beach plans to increase outreach, strengthen partnerships with schools and local organizations, and develop a formal alumni network to keep graduates engaged in ongoing planning efforts and community initiatives. 

Neighborhood Reclaim Home Rehabilitation Program 

In many of Riviera Beach’s historically established neighborhoods, residents have deep generational ties to their homes, yet rising repair costs and economic barriers have made essential maintenance increasingly difficult. When homes fall into disrepair, the effects extend beyond individual households; deteriorating housing stock erodes neighborhood pride, property values, and trust in local institutions, particularly when residents feel overlooked during periods of broader redevelopment and growth. 

To address this, the city and the Riviera Beach Community Redevelopment Agency launched the Neighborhood Reclaim Home Rehabilitation Grant Program, providing mini-grants rather than loans to eligible homeowners within the CRA district. By removing the burden of repayment, the program prioritizes seniors, working families, and long-time homeowners who might otherwise be unable to afford critical repairs. Eligible improvements include roof replacements, structural rehabilitation, electrical and plumbing upgrades, accessibility modifications, and exterior enhancements. Outreach is conducted through neighborhood associations, faith-based institutions, civic groups, community events, and informational workshops, with CRA staff guiding residents through the application process directly. 

The results extend beyond individual homes. When several properties on the same block receive improvements, the impact becomes visible across entire neighborhoods, with residents taking renewed pride in their surroundings, neighbors being inspired to make improvements of their own, and the sense of community belonging being strengthened. 

Looking ahead, Riviera Beach plans to expand outreach, explore additional mini-grant opportunities for block-level beautification projects, and create pathways connecting program participants to broader civic engagement initiatives including neighborhood associations and community planning discussions.
