Between 2011 and 2016, immigrants accounted for over 40% of Dallas’s population growth, and two in five Dallas children have at least one immigrant parent. Recognizing this demographic shift, the city committed to creating an inclusive environment where newcomers can fully participate in civic, social, and economic life. Many immigrants face barriers such as fear of enforcement, limited English proficiency, poverty, and lack of transportation, housing, and access to services. The Welcoming Dallas Strategic Plan, adopted unanimously by City Council in 2018, addresses these barriers and promotes inclusion, equity, and shared prosperity.
In 2017, the City of Dallas launched a comprehensive cultural planning process to engage artists, cultural organizations, and residents in shaping the future of arts and culture. Dallas faced inequitable access to arts and cultural opportunities across neighborhoods and needed a unified vision to ensure equitable distribution of resources and support for artists citywide.
The Dallas Youth Commission empowers young people to shape local policy, lead service projects, and build lifelong civic habits that strengthen democracy.
