Allison Bayley, Community Substance Abuse Prevention Program Manager, Boulder County Public Health, in her current role, Allison leads a team that includes 3 paid youth advisors in community engagement, coalition building, and program planning/development to reduce substance abuse in Boulder County. As the former Youth Opportunities Program Coordinator for the City of Boulder, she executed recruitment strategies to ensure the full diversity of the community was represented in the program and removed barriers to participation. The Youth Opportunities Program strengthens the community through empowering youth, providing opportunities for youth, encouraging youth civic participation and volunteer work, and advising city government. The youth advisory board makes decisions on how to allocate funding for youth programs across the city.
Shari Davis, Co-Executive Director of Participatory Budgeting Project. Shari is responsible for the strategic development and management of PBP’s network-building work and for launching new high impact participatory budgeting processes. She joined PBP staff after nearly 15 years of service and leadership in local government. As Director of Youth Engagement and Employment for the City of Boston she launched Youth Lead the Change, the first youth participatory budgeting process in the US, which won the US Conference of Mayors’ City Livability Award.

Youth Councils, Commissions or Initiatives that have meaningful decision-making ability and impact in their communities. Learn strategies to ensure youth participation reflects the full diversity.
