A major new national effort to strengthen democracy through shared, evidence-based narrative strategies will launch on December 8. Led by Metropolitan Group in partnership with Philanthropy for Active Civic Engagement (PACE) and several global research institutions, the Pro-Democracy Narrative Playbook Initiative aims to provide free, open-source resources to help communities communicate more effectively about democratic values and civic space.
The initiative stems from a 30-month, $5 million global research project that mapped democracy narratives across 19+ countries, analyzed how authoritarian messaging spreads, and identified values-driven narrative approaches that can help rebuild trust in democratic principles. According to the project’s concept note, the Playbook will feature an integrated suite of tools, including tested narrative frames, message guides, rapid-response supports, and ongoing research updates, designed to create a more “fertile upstream environment” for civic engagement, participation, and community resilience.
Set to debut on December 8, the Playbook represents one of the most comprehensive attempts to date to consolidate global research into practical, accessible guidance for civic leaders, advocates, and institutions working to strengthen American democracy.
As part of the rollout, the National Civic League will help publicize the Playbook’s resources to local leaders and civic organizations through its networks. The League may also participate in future webinars or learning opportunities connected to the initiative.
