Police officers’ use of force can become a source of friction between law enforcement and communities. While police executives and others consider lawful use of force an essential tool to keep the community and officers safe, they are also wondering whether force policies, training and tactics should be changed. In this webinar, attorney Bob Scales and San Jose Police Chief Eddie Garcia will discuss the challenges of collecting use of force data and successes from sharing data with the community. Scales, CEO of Police Strategies LLC, will discuss lessons from his work overseeing reforms in the Seattle Police Department after the U.S. Department of Justice identified a pattern or practice of using unnecessary and excessive force. Scales also will discuss how data can be used to identify high-risk behavior and to evaluate the effectiveness of policies and training. Chief Garcia will discuss his efforts to build community trust by sharing the department’s use of force data with the public and the impact data analysis has had on discussions surrounding police bias and accountability. Both will address how data can be used to engage and the community as well as how city leaders have used data for risk management and budget allocations.
About the presenters:
Bob Scales is an attorney with extensive experience in local government and public safety. He has served as deputy prosecutor in King County, Washington and he spent 14 years with the City of Seattle as a public safety policy advisor to three Mayors, the Director of Government Affairs for the Seattle City Attorney and the Compliance Coordinator for the Seattle Police Department. Bob was elected to the Bainbridge Island City Council in 2003 where he served two terms including one year as Mayor. In 2015 Bob formed Police Strategies LLC with former colleagues from the Seattle Police Department. The company uses data and technology to help law enforcement agencies manage risk, improve their practices, promote transparency and build better relationships with the community. Bob has presented at numerous national conferences including: International Association of Chiefs of Police (IACP), National Association of Civilian Oversight of Law Enforcement Officers (NACOLE) and CIT International. Bob has a B.A. from the University of California at Santa Cruz and a J.D. from the University of Washington School of Law.
Chief Eddie Garcia was born in San Juan, Puerto Rico and at a young age his family moved to San Jose, California. He has a Bachelor’s Degree from Union Institute and University and was hired by the San Jose Police Department in 1992. Chief Garcia has worked the Patrol division, Narcotics Enforcement Team, Special Operations – M.E.R.G.E (Mobile Emergency Response Group and Equipment) and the Homicide Unit. As a lieutenant, he commanded the Community Services Division and the Special Investigations Unit. He was promoted to Captain in February of 2010 and commanded the City’s Central Division. In 2012 and assumed the role of Deputy Chief of the Bureau of Administration and in December 2013 he was promoted to Assistant Chief of Police. Chief Garcia assumed the role of Acting Chief of Police on January 19, 2016 upon the retirement of former Chief Larry Esquivel and was confirmed as Chief of Police on March 1, 2016.
